B1- Eligible Applicant: Habitat for Humanity, Highlands County, Florida is a registered non-profit and is exempt from taxation under section 501(c) of the Internal Revenue Code of 1986. Proof of status is located in Appendix 1. A consortium agreement between Habitat for Humanity and the Highlands County Board of County Commissioners, and a commitment letter between Habitat for Humanity and Chapman Construction is also located in Appendix 1.
B2- Amount: Habitat for Humanity, Highlands County requests Ten Million Dollars ($10,000,000) for the purpose of transforming our most negatively impacted census tracts by developing new and returning existing units to productive use. We will deliver one hundred and twenty five units with-in the thirty six-month time frames.
B3- Eligible Fund Use: Habitat for Humanity proposes to carry out its objectives under the following eligible uses of NSP 2 funds and only these uses. (B) Purchase and rehabilitate homes and residential properties that have been abandoned or foreclosed upon, in order to sell, rent, or redevelop such homes and properties. (D) Demolish blighted structures and (E) Redevelop demolished or vacant properties as housing. Certain of these activities will be carried out directly by Habitat for Humanity and other activities will be carried out under binding contractual arrangements with our for profit developer and the County of Highlands.
B4- Income targeting/Benefit: Habitat for Humanity acknowledges that all funds will be used to support individuals and families whose income does not exceed one hundred twenty percent (120%) of area median income. Habitat further acknowledges that no less than twenty five percent (25%) of appropriated funds will provide housing for households earning less than fifty percent (50%) of area medium income.
B5: Citizen Participation: Habitat for Humanity will publish its intent to make application for NSP2 funds in a newspaper of general circulation by June 30th, 2009. A community wide charrette has already been conducted and citizen feedback resides in appendix 4. All other provisions identified in the NOFA, appendix 1, 3a. will be complied with.
B6: Definitions: The definitions of “blighted Structure”, “affordable rents”, and our housing rehabilitation standards can be found in appendix 1 of the application package.
